WINTER HAVEN - Among the many professions, they are an ex-police officer and Sheriff's Office deputy, a retired school teacher, an IT professional, a radio technician and a pilot. They are teens and adults. They live in all corners of Polk County. And they have been charged in a giant child pornography sting by the Polk County Sheriff's Office - all 45 of them.

Forty-five Polk County men, including four juveniles - one 16-year-old and three 17-year-olds - have been charged with possession of child pornography. Thirty-nine were in custody as of late Thursday. Six men are still being sought.

"We'll find you and put you in jail," Polk County Sheriff Grady Judd said during a press conference Thursday morning at the Sheriff's Office Northeast District Substation in Winter Haven.

The following suspects are still at large:

Jean-Pierre Johnston, 49, of 310 Fitzgerald Road, Lakeland; Douglas Kulda, 23, of 1401 Ave. G, N.E., Winter Haven; Scott Liberatore, 25, of 99 14th St., S.E., Winter Haven; Jose Ornelas, 23, of 334 Lake Daisy Loop Road, Winter Haven; David Soli, 40, of 310 Fitzgerald Road, Lakeland; and Clarence Williams, 40, of 443 Red Hawk Loop, Winter Haven.

Labeled "Operation Child Shield," the undercover investigation began in February and focused on prepubescent child victims. Sheriff's Office computer crimes detectives seized approximately 12,000 child pornographic images, according to the Sheriff's Office.

Charges ranged from one count to 50 counts of possession of child pornography. Though some men possessed thousands of images, the cutoff number is 50 for prosecution, according to Assistant State Attorney Brad Copely, who is the chief prosecutor in this case.

"Fortunately, the Legislature has taken this very seriously, so just the possession of 40 or 50 pictures makes these gentlemen score way high up in the guidelines in looking at many years in state prison," Copely said.

All of the men who were charged live in Polk County, but it's difficult to know if the child victims are local, Judd said.

"That is our focus," Judd said. "Where are these children? And why is everyone who knows who these children are sitting back quietly, allowing them to be victims of this sadistic rape, sexual battery and lewd molestation?"

The confiscated videos range in length between a few seconds to 90 minutes. Some videos have multiple child victims, but the majority involved a single child victim.

Judd said one video seized instructs child predators and child rapists how to have sex with children between the ages of birth and 8 years old.

Copely said that when sound was added to videos, those viewing the videos could hear the children cry.

"The first time I heard a child say, 'Stop, daddy, it hurts,' it was tough," Copely said.

Copely said most of the pictures seized are of children ages 4 to 7 years old, though some were of infants less than 1 year old. He said child pornography images are "traded like baseball cards."

Copely said that during a trial jurors who have to view the images and videos are effected emotionally.

"Something comes over them," Copely said. "A lot of times it comes out in tears and it comes out in facial expressions. By the end of the trial, they're greatly impacted."

Copely said almost all of those arrested will do time. He said the standard will start the prison time at seven years, but there are exceptions for younger people charged.

"All of the individuals here who are over 21, I can assure you are looking at state prison," Copely said.

Judd said he promises to continue to go after predators and child pornographers.

"We want it to be safe for our children to walk the streets, which it is in this county," Judd said. "We even want it to be safe to walk the street of the Internet, which it's not."

He said there are approximately 9 million images and videos of child rape victims on the Internet today and he wants to look into legislation to authorize law enforcement to crash computers of those who are found to have child pornography.

Judd also had a message for those in Polk County who are currently in possession of child pornography.

"We'll chase these perverts around the world," Judd said. "If we didn't get you this time or last time, we'll get you next time."

Hamilton's coroner says a man who died with two of his children in a head-on smash had set out to commit homicide.

He had threatened to kill himself behind the wheel and when he did die, so did two of his three children.

Hamilton Coroner Gordon Matenga yesterday said the crash which claimed three lives was the deranged act of a desperate man who set about to take his own life and commit culpable homicide.

"It is the only scenario that fits the evidence," he said.

The crash was at Ngahinapouri earlier this year. Mr Matenga has reserved his decision on the case and yesterday suppressed the names of those involved.

Earlier the mother of two young children killed in the head-on crash said her estranged husband repeatedly threatened to kill himself behind the wheel.

Their third child suffered serious multiple injuries, requiring extensive hospital treatment. The children's mother was not in the car.

At yesterday's inquest, Mr Matenga said he was satisfied the man had deliberately swerved into the path of an oncoming truck, killing himself and two of his children.

The driver of the north-bound truck and his 10-year-old passenger were unhurt.

In evidence, the man's estranged wife told the court her husband had found their separation difficult and repeatedly threatened to kill himself.

She ended their relationship because of concerns over his chronic cannabis use.

An autopsy report showed cannabis in the man's system.

The woman said that throughout their relationship her husband blackmailed her with threats of taking his life, saying "he couldn't wait for the day".

Her husband was allegedly unhappy with the thought of her finding someone else or their children having a stepfather.

Only days before the crash he allegedly told his wife: "You won't know what hit you.

"I'm going to drive as fast as I can into a truck."

She told Mr Matenga her husband told a workmate of his plan to drive into a truck and had farewelled colleagues prior to Christmas in a "strange" manner.

"He did exactly what he said he was going to do," she said.

"The night before I pick up my children he does what he said he was going to do."

The truck driver, who also has name suppression, reported seeing the south-bound vehicle approaching through a slight left hand bend before it suddenly veered in front of him.

He said it appeared the driver had swerved to miss something, but there was nothing on the road.

"It wasn't until he was right in front of me that he swerved hard right. It wasn't a slow drift."

The man said he did not have time to brake.

Mr Matenga said the truck driver had shown no fault and was the unwilling participant "in what can only be described as a deranged act".

ABSTRACT 
Kelly and Ramsey (2009) propose that it is time to examine the costs and benefits courts and participants derive from child custody evaluations. A structure for a research program was suggested. This article endorses this call for such an examination on the system that provides for forensic mental health evaluations for custody disputes. There is a need to examine the costs and benefits of various types of approaches that are emerging, including the comprehensive evaluation and brief, focused evaluations. This article suggests that there is a need for forensic quality control of the work product that is produced by evaluators. Courts are cognizant of the need to encourage settlement between parties, but they also need to be accurate in making judicial determinations that will be in the best interests of children. Quality evaluations are a cornerstone in working toward this goal. Kelly and Ramsey are mindful of the need for evaluations to facilitate settlement, but also to get it right for the court on accurate predictions about children's developmental outcomes.

MURFREESBORO, Tenn. - State and county authorities are investigating the Memorial Day death of an 8-year-old foster child found hanging from a tree.

Rutherford County Sheriff's Sgt. Dan Goodwin said David "Charlie" Cotten was fishing with his two brothers, ages 7 and 10, and their foster father, reserve deputy Kam Sandstrom, as well as deputy Edwin Fitzgerald and his two sons.

Sandstrom told investigators Cotten accidentally struck another boy with his fishing pole and was told to stop fishing for a while.

When he hadn't returned after 15 minutes, Sandstrom called out to the boy, who answered he was OK. When the child hadn't returned after another 15 minutes, Sandstrom said he sent two children to look for his foster son but they couldn't find him.

About that time, the boy's foster grandfather, Sid Sandstrom, arrived at the fishing site and saw the boy hanging from a tree by baling twine.

"Sid ran over to Charlie grabbing him around the waist to remove the baling twine and lifting him up while his wife yelled for Kam to come help," according to a report by deputy Mark Mack.

An ambulance was called and paramedics tried to revive the boy. He was pronounced dead at Middle Tennessee Medical Center about an hour after he arrived, officials said.

The state Department of Children's Services is investigating. The two other foster children have been removed from the home "in an abundance of caution," spokesman Rob Johnson said.

A Sandstrom family member told The Daily News Journal they had been told not to comment.

Reserve deputies are unpaid volunteers who assist at large public events and sometimes ride along with certified deputies, the sheriff's department said.
